In 1912 Woodrow Wilson gave a speech entitled “What Is Progress?” and laid out his view that the US Constitution was a “living” or “evolving” document that had to be reinterpreted for modern times. Wilson also claimed that the federal government was a living organism that shouldn’t be restricted by a static document like the Constitution. This concept of a living document rather than a static guarantee of rights is still professed today by figures such as Barack Obama and Hillary Clinton. A static guarantee of rights such as the Constitution of the United States is anonymous, granting the same rights to all. Progressives, on the other hand, want laws that are directed at certain groups and individuals for the purpose of obtaining “equality” and thus the need for a “living” Constitution.
According to Woodrow Wilson, the first president in the Progressive camp:
Living political constitutions must be Darwinian in structure and in practice. Society is a living organism and must obey the laws of life, not of mechanics; it must develop. All that progressives ask or desire is permission – in an era when “development,” “evolution,” is the scientific word – to interpret the Constitution according to the Darwinian principle; all they ask is recognition of the fact that a nation is a living thing and not a machine.3
